RULES AND EXTRACTS FROM THE MEMORANDUM OF ASSOCIATION
(2010 EDITION) - Updated 09-01-2018
1.The following rules have been drawn up as a result of successful and congenial experience of club management over many years. The flagrant disregard of these rules may result in serious consequences for the offender.
2.OBJECTS OF THE COMPANY
2.1To provide angling facilities for its members whether they desire to fish alone or participate in organised competition amongst themselves or with others.
2.2To promote principles of fair angling and cultivate sportsmanlike conduct.
2.3To seek out and acquire waters for its members by purchase or rental.
2.4To maintain a state of cleanliness at all waters, and maintain quiet enjoyment of the countryside.
2.5To fight the menace of pollution.
3.MEMBERSHIP
The council reserve the right to refuse membership to applicants considered unsuitable. The council also reserve the right to refuse or renew any new membership.
3.1All prospective members must be proposed and seconded by existing members.
3.2All members up to the age of 65 shall pay an annual subscription.
3.3All new members will be required to pay the joining fee as laid down by the council.
3.4Lady, junior, retired and pensioner members may be entitled to reduced subscriptions.
3.5Any member supplying information which results in the club obtaining fishing rights of a water, shall receive 5 years free membership, commencing the year immediately following the leasing of the rights.
3.6The decision of the council on all club matters shall be final.
3.7An AGM will be held in the close season of each year on a date as notified in the annual newsletter., all members are invited to attend.
3.8Any member whose subscription is not paid by the 31st March will be deemed to have resigned.
4.CLOSE SEASON
The club has opened its enclosed waters during the close season for a few years now, this is not a right and will be subject to committee agreement each year.
Any moving water is still subject to Environment Agency close season rules, March 15th to June 15th.
5.DEAD BAITS AND LIVE BAITS
To prevent the spread of disease and unwanted species being transferred from other waters.
5.1ONLY sea fish dead baits may be used
5.2NO LIVE or dead coarse fish or game fish ( including eels ) may be used at any club water.
6.TACKLE
6.1No member may use more than two rods at any one time at any club water.
6.2No member may leave tackle unattended at the water side for the purpose of reserving a swim.
6.3All angling must be done with rod and line baited in the proper manner.
6.4Peanuts are prohibited on all club waters.
6.5Spinning must not be carried out without the consent of other anglers fishing nearby.
6.6No bait must be left on hooks of tackle temporarily removed from the water, nor may any baited tackle be left unattended whilst in the water.
6.7Lead core is banned on all waters.
7.NIGHT FISHING
Fishing between the hours of sunset and sunrise is normally permitted on Kingsmoor waters ( unless the newsletter or list of waters indicate otherwise )
Subject to the following stipulations :-
7.1No member nor his tackle may stay at the waterside for more than 24 hours in one session. (Yeoveney is the only exception where 48 hrs maximum fishing is allowed)
7.2All members must vacate the water for at least 6 hours before returning.
7.3No camping of any description allowed. Only purpose designed fishing shelters are permitted.
7.4Cooking equipment is restricted to one single burner unit.
7.5Fires and Barbecues are not permitted.
7.6Footpaths must not be obstructed with tackle, guy ropes, umbrellas or surplus clothing. It is the duty of night anglers to personally ensure that the adjacent footpaths are kept clear. They will be held responsible for any accidents that may occur through negligence.
7.7The use of lights must be strictly controlled.
8.GENERAL BEHAVIOUR
8.1The breaking of any club rules may result in expulsion.
8.2The rule of common sense is of paramount importance. No member shall take any action, whether or not incorporated in the rules that detracts from the enjoyment of other members fishing club waters.
8.3No member may take firearms or weapons of any description to the waters or adjacent lands.
8.4Portable phones should be switched to “silent” and only used for emergencies. Anglers must ensure that any use of mobile phones whilst on Kingsmoor waters does not interfere with other anglers
8.5Musical instruments, radios, mp3’s etc may not be taken to company waters.
8.6Any dead fish should be reported to a committee member and removed and buried.
8.7Measures may be taken against any member reported for committing an act liable to discredit the company, or to raise complaints from the landowners or members of the public.
8.8Having read these rules you must sign the reverse side of your membership card.
8.9All members must present their membership to a bailiff upon request.
8.10No member may take any animals onto company waters.
8.11All gates must be kept locked on all occasions.
8.12Cars must be left in the proper car parks at the members own risk. Consideration must be shown for local residents especially at night or early morning.
8.13Loss of membership cards must be reported to the secretary. A charge will be made for replacements.
8.14Membership cards must be carried at all times on company waters.
8.15 Children
8.15.1 Children age limit is a minimum of 5 years old
8.15.2 No children to be on company waters overnight. Sunrise to Sunset only and no more than two accompanied children allowed.
8.16 Lock numbers allocated on membership cards MUST NOT under any circumstances be shared to given to another person.
9.GROUND BAITING – BAITING
9.1The excessive use of all baiting is forbidden
9.2Pre-baiting is strictly forbidden in any form.
10.BANKSIDE FOLIAGE
Members are forbidden to cut down any bankside foliage, reeds ,trees or plants
11.BOATING AND SWIMMING
11.1Members are not allowed to row, sail or paddle or propel any boat raft or vessel on any water.
11.2Bait boats are banned on all club waters.
12.EXPULSION
A member may be expelled from the membership of this club for any breach of the rules or of the rules of any affiliated society, each case will be given individual consideration by the council.
If necessary the member shall be called before the council to state his case and to produce witnesses to support his evidence. The decision of the council is final and no subscription shall be refunded.
13.SUSPENSION
If the council consider the offence is not serious enough to justify expulsion, they may at their discretion decide that the member be suspended from membership for a definite period. No refund of subscriptions will be made.
14.LITTER
14.1No member shall leave litter or ignore litter at any club water or adjoining land at any time. All litter must be taken away.
14.2All discarded tackle must be taken away
15. GUESTS
Guest tickets are no longer available.
16. CHALLENGE CUPS AND TROPHIES
Owing to the decline in interest and the lack of fish reports it has been decided to suspend the issue of trophies. Should you be interested in this element of the club and would like the scheme to be re-instated please inform a committee member or raise it at the AGM.
17.ACCIDENTS
All member’s use and visit club waters at there own risk.
18.NEWSLETTERS AND PRESS REPORTS
All information contained in the company’s newsletters is the copyright of the company and may not be re-produced in any newspaper or publication without the written consent of the company. The identity of club waters must not be included in any press reports. This also includes social media; Facebook, twitter etc
19.LOST AND FOUND PROPERTY
All members losing or finding property at or near company waters are expected to submit details to the secretary. No rewards are offered.
20.BERRY HILL LAKE
20.1 No member less than 16 years of age is permitted to enter or to fish at Berry Hill Lake.
20.2All fishing must be from the numbered pegged swims. Only two rods per peg.
20.3No fishing directly into the lily pads until 1st November.
20.4No parking on the road verges.
20.5No Guests ( this now applies to all waters )
21WORKING PARTIES
21.1It is a condition that all members under 65 years of age attend a working party when requested, unless they have paid the exemption fee shown on the subscription renewal form.
21.2No member who is medically unfit will be expected to take part, but must notify the secretary.
21.3Working party dates are in the newsletter. Members may attend additional working parties should they so wish.
21.4The council member in charge of the designated working party will be responsible for the work to be completed.
21.5Members should be suitably dressed as the work will be wet and dirty.
21.6 Additional working parties other than those listed in the Newsletter may be carried out for urgent requirements.
22. PERSONAL VISITS TO OFFICERS
Members are requested not to call at the residences of the members of the council. All matters must be dealt with by letter including a stamped addressed envelope for the reply.
23.REMITTANCE OF FUNDS
23.1 Cheque or Postal Order made payable to KINGSMOOR ANGLERS LIMITED
23.2Cash to be sent by recorded post
24.HANDLING OF FISH
Fish caught are to be handled as gently as possible, always with wet hands and returned to the water with the minimum of delay.
24.1Unhooking mats must be carried at all times and must be suitably padded
24.2Dip tanks must be used on every occasion, landing nets ,weigh slings , unhooking mats.
24.3Keepnets when used must be of adequate size to ensure no damage to any fish retained in them. Carp and Catfish must not be retained in keepnets.
24.4A member shall not take away any fish from club waters.
24.5Any member finding diseased or dead fish should report it to the council.
24.6 Sacking of fish such as Carp must only be for SHORT periods of time.
24.7 Climbing iof trees is not allowed on any Kingsmoor waters.
25.BAILIFFS
There are a number of members who are official bailiffs and who carry authority cards. They are important to the successful administration of the club and the security of club waters. Bailiffs have the authority to withdraw a members card for any breach of club regulations. Any member using threatening behaviour towards a club bailiff will be expelled.
26.COMPLAINTS
The council will give due consideration to complaints regarding members or other club matters providing the complaint is in writing and signed by the person making it. It is also essential that the complaining member submits the names and addresses of any witnesses to the complaint.
In case of any dispute or argument the councils decision is final and will be communicated in writing to the parties concerned.
